Representative Shy of Middlebury, who introduced the amendment, said the change "is no new money, we're just changing the allocation," and detailed the redistribution: Vermont Cares will receive an additional $25,000, the AIDS Project of Southern Vermont an additional $15,000, and the HIV HCV Resource Center an additional $5,000. The amendment was reported to have unanimous committee support before floor consideration.
A roll-call vote was requested by the member from Newberry; the clerk called the roll and members recorded their votes. After the tally was announced — "Those voting yes, 133; those voting no, 0" — the presiding officer declared the bill passed. Because the bill carries budgetary changes, members then moved and agreed to suspend the rules to message the House action to the Senate forthwith.
The amendment and passage alter how an existing appropriation is allocated among nonprofit providers; legislators emphasized that no additional state funds were added in the change. The House completed its remaining business and adjourned to reconvene on Tuesday, Feb. 3, 2026 at 10 a.m.
