The St. Mary's County Transportation Advisory Committee approved its annual report to the commissioners and elected new officers at its first quarterly meeting of the year, while rejecting a proposal to shift to in-person-only meetings.
Chair Laura Carrington opened the meeting and outlined goals including filling three ex officio vacancies and expanding institutional representation, saying the committee should be "solutions driven" and increase community outreach. Carrington later proposed a switch to in-person meetings and asked members to indicate their preference by voice.
George Clark voiced support for in-person meetings, but multiple members vocalized opposition and Chair Carrington announced, "The motion is not carried then." The committee decided to continue holding hybrid meetings and to work on streamlining quorum procedures, including asking members to email attendance by 11 a.m. on meeting days.
The committee then finalized the annual report to the commissioners. A motion "to approve as written" was moved and seconded and, after a voice vote, Carrington announced the motion carried and the report was finalized for submission.
Elections followed. Rowena Bosio was elected secretary; Michael Valke was elected vice chair; and Laura Carrington was elected chair. Carrington said newly elected officers will assume their roles at the close of the meeting.
The committee set its next meeting for April 16 in the Commissioner's Gallery Room at the Chesapeake Building, Leonardtown Government Center (the chair initially mentioned alternate dates before confirming April 16). The meeting was adjourned by motion and second.
Votes at a glance - Motion to move meetings to in-person only: introduced by Laura Carrington; outcome: motion not carried (committee remained hybrid). - Motion to finalize and send annual report to the commissioners: moved and seconded; outcome: approved by voice vote. - Officer elections (voice votes): Secretary — Rowena Bosio elected; Vice Chair — Michael Valke elected; Chair — Laura Carrington elected.
What this means The committee will continue to operate in hybrid form while the leadership focuses on filling remaining ex officio seats and supporting participation in regional planning efforts such as the Southern Maryland coordinated transportation plan.
