City seeks $100,000 to finish design phase for City Hall granite stairs restoration

Mira Gates of the City of Holyoke Department of Public Works asked the CPA committee for $100,000 to complete the design and permitting phase for restoration of the granite stairs at City Hall’s north entrance and the stone pillars at the annex. Gates said a $30,000 FY25 CPA award had funded initial feasibility work, and the city now needs funds to advance a full design effort estimated at $129,690.
Gates said the requested funds would pay for a detailed conditions assessment, identification of preferred repair alternatives, historic permitting and bid-level drawings and cost estimates to support a future construction phase. She told the committee that three firms responded to the city’s RFP and that Architectural Preservation Studios (APS), a disadvantaged woman‑owned small business with prior awards in preservation, is the preferred consultant if funds permit an award.
Committee members sought clarity on deliverables and next steps. Gates confirmed the design deliverables will include bid‑level cost estimates. On procurement she said proposals are valid for 60 days and staff hope to award design-phase work by mid‑February to hold pricing; the committee discussed options for rolling the previously awarded $30,000 into a new award or extending the earlier award, and Chair Jay said any contractual change would be handled through the city solicitor.
The CPA did not take a funding vote that evening; the request remains under committee consideration pending further discussion and any required council approvals.
