Board approves $125,055 contract to remove illegally placed fill at wastewater site, citing DNR corrective action

The Village of Jackson Board of Public Works on Jan. 27 recommended that the Budget & Finance Committee and Village Board award a contract to DMCC Construction for $125,055 to remove spoils unlawfully placed near the wastewater treatment plant and the Public Works/Utility building.
Director of Public Works Jack (Speaker 4) said staff received complaints from an abutting property owner and, after surveying, determined spoils (excess soils, broken asphalt, and concrete) had been placed not only on the neighbor’s parcel but in DNR wetlands and the floodplain. The Village filed a DNR corrective action and worked with Cedar Corporation to solicit bids; the low bid was DMCC Construction at $125,055.
Board members discussed origins of the spoils. Jack said much of the material appeared to be from road projects and site work that had been relocated behind Public Works to keep properties tidy; he said it did not appear to be intentionally dumped on neighbors, and estimated about 6,650 cubic yards would need removal. Board members asked whether costs should be charged to the TID; Speaker 9 said he would review TID financials and report back.
A motion to recommend the contract award to DMCC Construction was made and approved by voice vote. Staff will proceed with corrective removal and provide additional information to the board at the next meeting about cost allocation.
