City of Allegan — The council voted to appoint Tracy Stahl as city clerk effective March 28, 2025, and the outgoing clerk administered the oath of office in open session. The change moves the city clerk role to the finance department head structure per the city manager’s recommendation and adjusts reporting terminology to 'administrative services' in the council agenda.
City Manager Joel explained the recommendation to reorganize clerk duties under finance to align records, elections and fiscal oversight. "It falls within the purview of city council to approve the appointment of the city clerk," Joel said when presenting the item.
Council also approved amendments to the council rules and procedures to remove the separate finance department reporting line and combine it with city manager and city clerk reporting under 'administrative services.' Councilors approved the changes by motion and voice vote.
What’s next: Tracy Stahl will assume the clerk role on 03/28/2025; staff will implement the updated agenda structure and notify relevant boards and commissions of the procedural update.
