City staff provided council with timelines and preliminary budgets for two road projects the city plans to complete over the coming 12–18 months.
Ely Street: Staff said resurfacing of Ely Street will start in June with the goal of finishing before the next school year. The presentation gave an estimated total construction cost of $447,031.29, with Small Urban federal funding of approximately $357,625.03 and a required 20% city match cited as about $89,406.26. Staff also noted combined design and construction engineering of $120,950. Council was told the road carries a poor rating in the city’s pavement assessment system, which weighed in favor of timely work.
Airway Drive: The city described Airway Drive (M‑222 to Industrial Avenue) as a design-and-bid project to be advertised over the winter months with construction anticipated in 2026. The estimated construction cost provided was $787,963, and staff said the city secured a Transportation Economic Development Fund (TEDF) grant from MDOT of $375,000; the remainder would be the city's responsibility and would include engineering and construction-management costs.
Staff presented the projects as already approved for federal or state grant funding where listed and said the city will be responsible for engineering and matching funds. Council did not vote on these projects at the April 28 meeting; staff described timing, funding sources, and next procurement steps.
