Staff explained the city received Community Development Block Grant (CDBG) funding from the Michigan Economic Development Corporation (MEDC) to rehab and create two apartments on the second floor of 109 Locust; as a grant condition, one unit must remain affordable for five years. Staff said the city, as grant recipient, is responsible for annual income verifications and lease reviews and recommended contracting Kim Carter, who has served as certified grant administrator on prior downtown rehab projects.
Council discussed who bears the reporting burden and were reminded that the city — not the private property owner — is the grant recipient and therefore responsible for compliance. The council moved to authorize the city manager to enter the contract; the motion was seconded and approved by voice vote.
Staff said Carter’s services have previously produced audit records with no findings, and that the contract falls below the manager’s $10,000 threshold but requires council authorization because it is a contract. The council approved the authorization without recorded opposition.
