Public Works recommended an agreement with Badger Meter for the purchase of water meters to support a citywide meter replacement and advanced AMI deployment. Staff said the contract (identified as city contract 2026119 arising from RFP 25‑010) authorizes purchases on an as‑needed basis over four years with an optional one‑year extension and a not‑to‑exceed total of $6,218,334.28.
The evaluation committee reviewed seven proposals and scored Badger Meter highest based on technical qualifications, experience, product performance, reliability and cost. Staff said roughly $500,000 of purchases are anticipated this fiscal year (Fund 420, Water) and that typical residential meters cost the city about $300 each; staff clarified customers will not be billed directly for meter replacement.
Council approved the contract by roll call. Staff said the replacement program will proceed with a strategic, contractor‑led deployment to maximize efficiency; larger meters will be installed as needed and some installation work will be done by staff.
