Neosho County approves bridge pay estimate and engineering contract, moves ARPA funds for Erie project

The Neosho County Commission on Sept. 24 approved several infrastructure payments and contracts tied to off‑system bridge work and local road projects.
Public works staff presented pay estimate #2 for stored structural materials for the Neosho River (Elk Road) bridge replacement and commissioners approved payment to Bridges Inc. of Newton in the amount of $145,439.28 to be paid from the county’s special bridge account. The commission discussed when state grant funds would reimburse the county for the larger project and asked staff to seek clarification on payment timing.
Separately, the commission accepted Cook, Flatt & Strobel’s proposal for design and engineering on bridge project 45‑6.2 (off‑system bridge program) in the amount of $67,400. The board approved using the pilot fund to pay the engineering cost now and to reimburse those funds from the new half‑cent sales tax in the future.
The board also approved submitting a $36,000 rock invoice to be paid from ARPA and routed back into the road and bridge budget for the City of Erie 4th Street project.
Why it matters: These approvals move construction and design work forward on major county transportation projects that are partly reimbursed by state or grant funds; timing and cash‑flow concerns were discussed because some reimbursements arrive after upfront payments are required.
