City staff says temporary industrial sewer‑rate relief program concluded after funds exhausted

City staff updated the council on the temporary industrial repairs assistance program, originally adopted in October 2024 to help significant industrial customers manage higher sewer rates that took effect Jan. 1. Staff said funding came from about $2,810,000 in penalty fees collected under the city code and that 15 of 19 eligible customers enrolled.
Under the program, participating rate payers received assistance equal to 25% of the total sewer bill, which staff said translated to about 37% of their net bills on average. Assistance continued until allocated funds were depleted; staff said the full 25% benefit was provided through November and by December the assistance had fallen to approximately 4.05% as the program closed out. The city has notified participants by email, regular mail and hand delivery, staff said.
Council thanked staff for the work. Staff recommended regular rate reviews per the municipal code language cited during the presentation.
