Council approves child‑support administrator pay change and health‑insurance appropriation

The DuBois County Council voted Jan. 22 to change the pay classification for the child‑support administrator from hourly to biweekly and to process related salary adjustments.
Michael Rich, deputy prosecutor, explained that Michelle Kelly will leave Jan. 30 and that Mary Leakin will step into the administrator role. Rich said converting the position to biweekly at 35 hours per week (instead of a grandfathered 40) would avoid additional appropriations for overtime and that PTO payouts for the departing administrator would total about $3,272 if fully used.
Council moved and approved an amendment to the salary ordinance making the administrator biweekly effective 01/31/2026 and recorded a voice vote in favor. Separately, the council approved an additional appropriation of $7,776 in the general fund to cover rising health‑insurance costs for 2026; the auditor noted this will be tracked for reimbursement (about 66 percent) where applicable.
Councilors said the office is generally in good financial shape and that reducing hours for the administrator should yield modest savings for the year.
