The Select Board authorized the Town Manager on Jan. 27 to sign a lease agreement with Main Street Skowhegan for Phase 1 of the Riverwalk project. Town Manager Nick said the lease had already been approved at a prior town meeting and that the current action was to provide signature authority and to formalize the document"—"The lease is ... I've just made it look very nice in uniform," he said.
Board members asked for clarification about costs and funding. Nick confirmed the lease consideration is $1 per year and that Main Street Skowhegan will perform labor, bear liability, handle snow removal and otherwise carry out the work without requiring town operating funds. The board noted that Main Street does receive separate annual community funding requests (budget articles voted at town meeting) and emphasized that those requests are distinct from this lease agreement.
Several members expressed concern for taxpayers on fixed incomes and asked that the town remain prudent; Nick reiterated the lease protects the town from additional expense and liability.
