Port staff explained the helipad and adjacent cargo handling area are fully funded by state grants and have unanimous advisory board approval. On the Terminal 1 electrical substation, staff recommended siting the substation on the northeast extension rather than next to the port building; the chosen location provides room for expansion, moves the substation out of heavy port traffic and enables future battery energy storage for resiliency. Staff said the state grant funding will cover the additional cost associated with vaulting and cable routing to the dock.
Assemblymembers supported the recommendations, citing strategic value for cargo handling and base readiness. Both measures passed unanimously.
