Trustees received recommendations to adopt a revised homeless students policy (JBC1) aligned with McKinney‑Vento changes, to temporarily waive promotion/retention policy IHE through July 31, 2026, to pay $250,000 to the City of Winder for Legacy Park maintenance, and to designate YOS as benefits broker beginning Jan. 1, 2027.
At the Jan. 27 work session the board considered several administrative recommendations brought by district staff:
Policy JBC1 (homeless students): Dr. Christina Lowe presented a proposed revision prompted by the most recent federal McKinney‑Vento Homeless Assistance Act update and recommended removing the policy from public review and adopting the revision as presented. The policy had been previously reviewed on Nov. 18.
Temporary waiver of policy IHE (promotion and retention): District academic leaders requested a temporary waiver through July 31, 2026, under Georgia Department of Education direction for charter systems. The waiver would allow promotion and retention decisions for 2025–26 to rely on teacher and parent input, placement committees, class performance and formative tools rather than be based solely on Georgia Milestones test performance. Staff said they will review policy IHE for any necessary permanent revisions and return with recommendations.
Legacy Park payment: Ms. Houston recommended approving a $250,000 payment to the City of Winder from general fund fund balance in accordance with the Legacy Park Sale agreement and policy DJED; funds are intended for future park maintenance.
Benefits broker selection: Chief of Staff updated trustees on the benefits broker RFP process and recommended Your One Source (YOS) as the broker to begin service Jan. 1, 2027; the district will spend the current year preparing implementation and integration with HR systems.
These items were presented as recommendations; formal votes for placement on consent or final adoption were not recorded at this meeting for all items.
