The superintendent asked trustees to approve a guaranteed maximum price of $5,876,900 from Parrish Construction Group for system athletic improvements (tracks, scoreboards, fencing, field lighting, drainage), to be funded by SPLOST; the item was presented for future approval.
Assistant Superintendent for Operations Joe Purnow presented a recommended guaranteed maximum price (GMP) of $5,876,900 from Parrish Construction Group to complete system athletic facility upgrades. The scope includes resurfacing tracks at two high schools, new digital scoreboards, replacement fencing and backstop netting, athletic field lighting for practice and middle school fields, drainage work, and associated site improvements. Purnow said components are at or near the end of useful service and replacement parts are becoming obsolete.
Purnow recapped the procurement timeline: the board approved Cunningham, 4 Hand Matthews and Moore for system athletic improvements in May 2025 and named Parrish Construction Group construction manager in August 2025. District staff, coaches, subcontractors and vendors collaborated on the design and scope. Purnow noted the athletic complex at Barrow Arts and Sciences Academy is a related but separate component; staff hope to present a GMP recommendation for that portion in the fall.
The project is proposed to be funded by SPLOST. Purnow told the board the addition of field lighting is expected to increase usable field time for middle‑school and other activities. Trustees asked questions and the superintendent recommended the board consider the GMP at a future action meeting for approval.
