Board approves $7.22M OHA agreement, Waystar amendment and public-health modernization plan; continues C-09 land-use hearing

Agreement No. 44300-00054306 between Yamhill County Health & Human Services and the Oregon Health Authority for $7,222,108.74 (retroactive to Jan. 1, 2026 through June 30, 2027) was introduced by the chair and approved by the board following a motion and unanimous vote. The board also approved an amendment to a claims-management contract with Waystar (formerly Zermed), recorded as board order 11-787, effective upon execution.
Commissioners adopted the county’s local public health modernization plan by unanimous vote. The record does not list specific commissioner names as proposers for those motions in every instance, but the clerk announced each motion as passed unanimously in the meeting.
On land-use docket C-09-25, staff said both applicant and appellant agreed to a continuance. The board voted to continue the public hearing to Feb. 19, 2026 and to reopen at the specified point; the motion passed unanimously.
Commissioners and staff discussed scheduling and drafting of ordinance language and written findings for the docket G01-25 (the Yamhill Westsider Trail amendment) and agreed to further discussion next week to set a first-reading date and finalize findings. Several announcements followed, including work with Visit McMinnville and the Willamette Valley Visitors Association on parks and waterways funding, a veterans’ meeting summary and upcoming bus-delivery site visit relating to the county’s purchase of three Gillig buses.
