Council conditionally approves sewer agreement that enables Arc de Santel expansion
Summary
Council authorized a sewer-line agreement with Ricardo and Delia Benitez, contingent on receipt of a form allowing sewer fees to be billed by the appropriate supplier; the applicant said the project would add roughly 160 capacity to bring total care capacity near 500 residents.

The council approved, subject to documentation, a sewer line agreement required by Hidalgo County for recording a commercial subdivision serving Arc de Santel.
City staff said the agreement would not be executed until the property owners submitted a form needed so the water supplier could collect monthly sewer fees. Ricardo Benitez, representing the property owner, told the council the needed form was available and could be submitted immediately. Benitez also stated the development would allow construction of a new building with about 160 capacity, increasing the facility’s total ability to serve elderly and disabled residents to “pretty close to 500.”
Council approved the agreement with the condition that the required form be provided before final execution; meeting minutes record that the applicant indicated the form was presented to staff during the meeting.
Next steps: utilities staff will confirm receipt of the billing form and then proceed to execute the agreement and record the subdivision as required by county rules.
