Mission council approves proclamations, permits, purchases and ordinances in regular meeting

The City of Mission City Council voted unanimously on a range of items in the regular meeting, including a health proclamation, land-use approvals, equipment purchases, grant submittals and two related finance actions.
Key approvals and formal actions taken by the council included:
- Adoption of a proclamation recognizing January as Cervical Health Awareness Month; staff from DHR Health Oncology Institute presented the proclamation and the council approved it by motion.
- Rezoning approval for a small triangular parcel at the northwest corner of Holland and Expressway 83 to allow an office use; the applicant Hector Pena spoke in favor and planning staff said the Planning & Zoning Commission had recommended approval.
- Conditional use permits: council approved a guest house at 2804 Highland Park Drive (ordinance announced), approved a conditional use permit for on-site sale and consumption of alcohol for Elvira Bar & Grill with a security condition (see related article), and approved a life-of-use permit for a Lola food truck that predates the distance-limit ordinance.
- Consent agenda: council approved consent agenda items 11–28, which included multiple grant applications (peace officer mental health, body-worn camera, criminal justice, juvenile justice and others), equipment purchases (John Deere mower, firefighting gear), and reimbursement agreements related to Bridal Road and other capital projects.
- Purchase and financing of fire apparatus: council ratified the purchase of two Pierce pumper apparatus (total $2,127,948) to be paid from the fire replacement fund, approved equipment purchases to outfit the engines ($179,523.82), and authorized a 10-year finance agreement with Government Capital Corporation (annual payment ~ $269,111.56; interest rate stated at 4.9%).
- Adoption of a regional tire ordinance developed by the Lower Rio Grande Valley Development Council to better manage scrap-tire disposal and diversion; staff noted local pickup efforts and a high recycling rate from regional roundups.
- Personnel policy amendments: council adopted ordinance 57 70 to add a half-day before Thanksgiving to the holidays schedule and to restore an advanced-use-of-leave option for eligible employees.
- Executive session: council met in executive session under Texas Government Code 551.071; upon return, council moved to approve items as discussed in executive session.
