Belton council adopts 'Beautify Belton' plan to guide streetscape and grant efforts

The City of Belton council voted to adopt the Beautify Belton Beautification Plan, a multi‑department effort led by community development, economic development, parks and public works.
“The draft of this plan was presented to the city council as a work session in August 2025, and it was recommended that it be brought forward annually for review,” City staff (speaker 4) said, describing the plan as a tool to implement goals from the 2050 comprehensive plan and to support grant applications. Staff said phase‑1 projects already completed include irrigation and re‑landscaping of the 163rd Street islands and landscaping improvements along Main Street.
Staff said a streetscaping line item is included in the draft FY27 budget to accommodate remaining phase‑1 projects and initiate phase‑2 work. The Planning Commission held a public hearing with no public comments and recommended unanimous approval; council adopted the resolution to formally accept the plan.
Councilors asked whether there were substantive changes since the August work session; staff said most content remained the same with some updates documenting completed phase‑1 work and clarifying priorities for future phases. The plan will be revisited annually and can be amended as phases are completed or priorities change.
