Springdale council approves budget amendment, permits, consultant and grant authorizations

Springdale’s Town Council on Wednesday approved a package of routine and policy items including a budget amendment, event permits, consultant contracts and a grant authorization.

Budget amendment: Finance director Rick Wixom summarized Budget Amendment No. 2, which recognizes revenue from the Lyon Boulevard municipal building authority bond and the sale/transfer of two Redhawk lots to Mountain Country Home Solutions, restores funds previously moved to balance the general fund, and includes minor items such as police equipment paid for in part by a JAG grant and additional beer‑tax revenues. The council opened a public hearing, received no public comment, and then adopted Resolution 2025‑01 to open and amend the fiscal year 2024–25 budget.

Event alcohol and local consent: Kate Campbell of the Zion Canyon Visitors Bureau requested permission to sell and serve alcohol at the Springdale ball field (118 Lyon Boulevard) for a St. Patrick’s Day celebration on March 15. Campbell acknowledged the town code (7-6-13-e) allows beer and wine only at that location; the council approved the beer‑and‑wine permit conditioned on meeting code requirements and gave local consent to the Alcoholic Beverage Control Commission to issue the event permit to Spotted Dog Cafe Incorporated for 2 p.m.–7 p.m. on March 15.

Consultant contract: The council approved a $60,000 contract for Parametrix to perform the "encouraging car‑free travel to Springdale" study and authorized the mayor to sign following the town attorney’s review. Tree Management Plan: Staff and the community forester presented a new Tree Management Plan to establish standards for planting, maintenance, risk assessment in natural areas and public outreach; council approved the plan and discussed following ISA/ANSI best practices and training staff toward arborist certification.

Town advertising policy: Council adopted a policy to guide the town’s use of communication channels (newsletter, utility bills, website, community calendar, bulletin boards) to promote community events. The policy directs staff to prioritize community‑wide, non‑ticketed events and gave the town administrator final authority on gray cases.

GOEO grant authorization (medical clinic): Council authorized moving forward with a grant contract from the Governor’s Office of Economic Opportunity to fund architectural design services for a proposed new medical clinic on a town‑owned two‑acre property, conditioned on legal review. Rick Wixom said the grant funds must be spent within two years (deadline referenced as Dec. 14, 2026) and staff will issue an RFP for architectural services.
