Board accepts informal IPIB resolution after complaint about administrative-leave notice

The Pottawattamie County Board of Supervisors voted unanimously to accept an informal resolution offered by staff of the Iowa Public Information Board (IPIB) in response to a complaint filed by former county engineer John Rasmussen.
County staff summarized the IPIB review: investigators found no violation regarding the board’s decision not to renew Rasmussen’s contract but expressed concern that Rasmussen’s administrative leave had not been sufficiently described on meeting agendas. Staff said the IPIB offered Rasmussen the option of an informal resolution that acknowledges the need for more specific agendas; accepting the resolution would close the complaint without a hearing.
Unidentified county counsel recommended the board sign the informal resolution to close the file. Supervisors approved the recommendation by roll-call vote (Chairman Shea, Supervisor Wickman, Supervisor Jorgensen, Supervisor Miller, Supervisor Jones recorded as aye). County staff said they would obtain signatures and include the resolution text in the minutes as part of IPIB’s process to close the file.
The board and legal staff emphasized that the informal resolution was not a finding of wrongdoing and that it was designed to confirm the county’s awareness of statutory agenda-specification obligations under Chapter 21 of the Iowa Code.
