Horry County Council voted to set the millage for the Eagle Trace Special Tax District to zero for the 2025 tax year to allow time for a community reconfirmation meeting after residents received their tax bills and raised objections.
Staff explained the district covers roughly 52 lots in a small subdivision where roads were not constructed to county standards and therefore were not accepted by the county. The district was organized through property‑owner petitions and previously adopted ordinance language. After property owners received tax bills they expressed concern and requested a reconfirmation of support for the special tax district.
Councilman Mastarelli (district representative) requested staff schedule a community meeting in January for property owners to provide informal feedback. Staff recommended keeping the special tax district in place but moving the millage to zero for the 2025 tax year to avoid billing that could be disputed while the community is polled; if sufficient owners do not reconfirm support, staff said the county could unwind the district by ordinance.
The council moved, seconded and approved the administrative change by voice vote with no opposition. Staff noted the county will schedule an informal community poll in January, return results to council and then proceed with either normal billing or an ordinance to terminate the district based on property‑owner preference.
