Temecula council adopts kratom regulations after public testimony urging leaf regulation

Policy advocate Jordan Richard said enforcement letters from state narcotics authorities support a regulatory approach that bans high-potency synthetics while allowing traditional kratom leaf: "That letter does not call for banning kratom. Instead, it specifically supports regulating traditional kratom leaf, while banning high potency synthetic products like 7 hydroxy," he said.
After hearing public testimony, the council approved the consent calendar by a single motion; the clerk recorded the vote as passing 5-0. Mayor Pro Tem asked staff, code enforcement and the city attorney to prepare a letter to local businesses explaining state policy changes and what Temecula will require on enforcement and compliance.
