Staff presented the results of an RFP to replace the village’s parking and citation-management system when the AIMS Corporation contract expires in April. The presenter said two vendors were shortlisted and recommended T2 Systems based on functionality, implementation timeline and 24/7 vendor support. The committee voted to recommend proceeding with T2 Systems for an April 2026 implementation.
Staff explained both finalist vendors said they could meet the April timeline so there would be no break in parking enforcement, permitting or citation services. The presenter noted year-one costs are higher because the estimate includes cameras, hardware, mounts and software installation; over a five-year horizon staff judged T2’s total value favorable.
Trustees asked about transition risk, training and the accuracy of revenue projections for a future curb-management/mobile-pay program. Staff said curb-management revenue estimates referenced a 2020 parking analysis and represented best-case scenarios; staff recommended returning with more detailed analyses before expanding curb-management scope. The presenter estimated mobile-pay/curb-management revenue in the vicinity of $600,000–$800,000 under optimistic assumptions but cautioned these numbers could be lower.
On operations, staff said field officers would continue to issue citations in person and the vendor can handle mailing, late notices and follow-ups for a fee; staff said the vendor-handled mailings were subtracted from stated revenue estimates. Staff estimated about 400 monthly mailings and said outsourcing those tasks would reduce clerk time.
A trustee moved to recommend approval of T2 Systems for an April 2026 implementation with an option to include curb management in the future; the motion was seconded and passed by voice vote with no opposition. Staff will bring contract and implementation details to the village board for formal approval.
