The council held a public hearing with no commenters and then approved the ordinance on second reading.
Separately, staff presented Ordinance 2‑2026, an amendment to an intergovernmental agreement with the Colorado Department of Transportation to accept $178,566 from CDOT’s Multimodal Opportunity Fund (MMOF) for the city’s Hunt Avenue Cultural Trail project. Staff said the funding comes from the transportation planning region and will be used to advance project work. The public hearing for the CDOT award drew no public comments and council approved the ordinance unanimously on second reading.
Both votes were recorded as unanimous; staff emphasized that the agreements are intended to secure state and philanthropic funding flows and clarify partner roles before project implementation.
