Washington County appoints Dr. John B. Holcomb as EMS associate medical director

The recommendation came from county staff, who described Holcomb's background to the court. According to the presentation, Holcomb received his MD from the University of Arkansas Medical School in 1985, completed general surgery training in 1991, worked at major trauma centers including under Dr. Red Duke, served as a U.S. Army deployment surgeon and later joined the University of Alabama at Birmingham as a professor of surgery. County staff said Holcomb lives in Burton and will provide education, clinical improvement and quality-improvement support locally.
County staff told the court the contract reviewed by the county attorney includes an added indemnification provision. "This maximum will not exceed $15,000 in a year," staff said when describing the budget line available to pay for the position. Officials also said the state-level delegatory medical director for protocol signatures will remain Dr. Lesh (the transcript uses the spelling "Lehi" and "Lesh").
Speaker 5 (introduced in the record as Mister Ramos) read Holcomb's résumé to the court and answered questions; Speaker 2 moved to approve the appointment and the court carried the motion. No vote tally with member names was recorded in the transcript.
The appointment is advisory to county operations; the court approved the contract language and authorized signatures as part of the motion carried at the meeting.
