Council OKs $44,100 agreement with Alta Planning for Noccalula Falls corridor study

The Gadsden City Council on Jan. 27 approved a resolution authorizing an agreement with Alta Planning & Design Incorporated to provide a feasibility analysis and concept design for the Noccalula Falls Corridor Streetscape and Pedestrian Improvements project for $44,100.
City staff said the feasibility phase will likely take three to four months, with coordination required with partner transportation agencies. Staff estimated the full project could cost ‘‘about a $5,000,000 project plus, depending on the scope of it,’’ and indicated construction could be in 2027 or 2028 unless additional funding is secured.
During discussion Heath confirmed Alta Planning would review prior city plans and use earlier work as a starting point rather than beginning from scratch. Council members asked about timelines and whether Alta would present renderings; staff said the firm will provide concept designs as part of the study.
The resolution was moved and adopted by voice vote. The motion did not include a funding breakdown or identify specific grants; staff said additional funding sources would be explored during project development.
Next steps: staff will proceed with the feasibility phase and return with concepts and recommendations for council review.
