The Town of Hubbardston Board of Health voted to update its permit application forms to require clearer documentation from trash haulers, septic haulers and food establishments.
Board members said many 2026 applications arrived without required liability-insurance certificates, workers' compensation documentation when applicable, or tonnage reports for haulers. To reduce permitting delays and improve enforcement, the board approved revising application forms and the online guidance so applicants must include: a certificate of liability insurance, the workers’ compensation page if the business has more than one employee, and tonnage reporting information for trash haulers. The board also agreed to hold permits that arrive without those documents until the paperwork is provided.
Members discussed posting an updated list of haulers with current paperwork on the town website for the 2026 calendar year so residents can see which haulers have valid applications on file.
The board directed staff to implement the changes on the website and application forms starting next month and to bring a checklist to the next meeting so inspections and permitting staff can consistently enforce the new requirements.
