Animal control asked the budget committee to convert a part-time shelter attendant position into a temporary digital/social-media specialist position (grade 17) on a budget-neutral basis, with no benefits for the trial period.
Unidentified Speaker 4 presented the request and said the position would be temporary and intended to promote the new building, donor opportunities and events. "This person will be able to do things to really promote the opportunities for donors in addition to events and all the things and all the social media," the speaker said.
Commissioners expressed mixed views. One commissioner questioned whether a six-month temporary appointment would attract experienced candidates and suggested contracting the work or using an intern. "Would it be better just to take this money and do a contract with a social media company that does this for a living..." a commissioner asked. Another commissioner noted prior successes in donations and outreach under the current director and said a trial might be appropriate but warned that sponsorship solicitation is difficult and may require specialized capacity.
Staff and commissioners agreed on two practical points: (1) the conversion is budget neutral and does not require additional county appropriations for the probationary period; and (2) if the position extended into 2026 as a full-time role with benefits, the department would need to identify offsetting cuts or return to the committee for additional appropriation. Commissioners asked staff to clarify whether the department would prefer a contractor, a 1099 arrangement, an intern, or a short-term hire and to report back if the position becomes ongoing.
