Daggett County MBA approves construction payments, sole-source X-ray purchase and small change order; water plant change order tabled

The Daggett County Municipal Building Authority on Dec. 9 approved several routine financial and procurement items and delayed action on a pending water treatment-plant change order.
Speaker 2 moved to approve the MBA minutes from Dec. 2, 2025, and Speaker 1 seconded; the board approved the minutes by voice vote. The authority then acknowledged receipt of the cash summary and accounts-receivable report as of Dec. 5, 2025, following a motion by Speaker 2 and second by Speaker 1.
On disbursements, the board approved a payment shown in the disbursement summary as payable to Hatfield Construction LLC in the amount of $448,650.75. Speaker 2 presented the disbursement summary and Speaker 1 seconded; the board voted in favor.
The board also approved a purchase request designated as a sole-source procurement for an X-ray machine and related peripherals. Speaker 4 explained the room was designed around the recommended machine and that the current provider had recommended the unit; Speaker 1 moved to approve the sole-source request and purchase order to GE Healthcare for $102,334.18, and the board approved the motion. Speaker 4 noted that lead shields were not included in that estimate and will be a separate budget item.
On construction change orders for the Daggett County Health Business and Community Center, Speaker 4 described Change Order 4 (related to PCO03), which involved coring and patching to accommodate a revised storm-drain connection. The change order added $708.01 and no additional days to the project schedule. Speaker 1 moved to approve Change Order 4 and Speaker 2 seconded; the motion carried.
A separate request to consider change orders for the county's water treatment plant project was discussed but the authority did not have supporting documentation. Speaker 3 said Sunrise representatives and others were expected next week to resolve contractor/engineer details; the board agreed to table consideration of those change orders until next week's meeting.
