The rodeo grounds request was amended to expand its scope to grandstands, restrooms and other improvements; commissioners discussed raising the planning estimate so potential lenders would take the project seriously. A bike and pedestrian path was kept as a placeholder item — commissioners said they do not expect to rely on CIB funding immediately but wanted the project available if needed.
