Daggett County commissioners debate how to charge RDA for county administrative costs

County staff and several commissioners acknowledged the RDA historically received county support. One commissioner said the RDA had been "subsidized" by the county and emphasized the need for a defensible allocation of costs to avoid perceptions of unfairness. Commissioners discussed several approaches: using an historical estimate (one figure discussed was 20%), applying a sliding scale tied to fund balances or project intensity, or adopting a conservative fixed percentage as an interim measure.
At least one commissioner recommended a 5% baseline until the county develops more detailed project accounting and documentation. As one speaker put it, "My recommendation would be we stay at the 5%... knowing that it has repercussions in the whole budget," while others stressed it should be revisited annually as actual data become available.
Speakers repeatedly urged better record-keeping and a single repository for RDA participation agreements and project documents so the county can justify any administrative charge and respond to audits or public concerns. No final policy action or vote on an RDA administrative charge occurred during the hearing; commissioners agreed to keep draft numbers on the agenda and potentially adjust them through budget amendments once clearer data are gathered.
