Council members and staff debated monitoring and compensation options; one council member warned that guaranteed compensation language would be "too ambiguous" and could create future problems for the city. Staff suggested consulting experienced advisors before broad public meetings to avoid inflaming neighbors.
Speakers discussed options to offer connections or meter water at regular rates; some council members proposed offering a free lateral connection while charging for usage.
