During review of minutes from March 11, 2025, board members debated wording about a possible rate increase related to the clinic project. Speaker 3 asserted the analysis with Zions Bank showed "there was not a need at this time" for a rate increase and asked that the minutes be revised to reflect that intent while noting provisions remain should a future increase become necessary. Speaker 4 agreed to add a sentence to that effect and Speaker 3 moved to approve the minutes as amended; Speaker 2 seconded and the board recorded approval.
Speaker 3 also said he had invited Representative Chiu to a future meeting to provide a legislative perspective and said he would reach out to Senator Winterton as well. Board members welcomed those invitations.
The minutes amendment clarifies the board's contemporaneous expectation (no rate increase anticipated "at this time" based on the Zions Bank analysis) while preserving the authority to act in the future if conditions change. The board approved the minutes as amended in a recorded vote.
