The Daggett County Municipal Building Authority was told April 1 that plans and specifications for the county clinic have been advertised and that potential contractors should be able to download solicitation documents immediately. Bart, a project representative, said contractors will have roughly two weeks to submit questions and that a mandatory pre-bid meeting will be available in person and via Zoom.
"The bid opening will be on April 22 and the bids are due at 9AM," Bart said, describing the procurement timeline and confirming staff will assist with the opening. He also advised that the project meeting is scheduled for the Tuesday after the commission meeting, around 1–2 p.m., to allow an afternoon review before the bid opening.
Board members clarified procedural details for submitting proposals. The authority agreed the clinic bid opening should appear on the Municipal Building Authority agenda rather than on the county agenda, and staff confirmed paper, carrier (FedEx) and electronic submissions will be accepted at the Daggett County Building until 9:00 a.m. on April 22, at which time bids will be publicly opened. Bart read the posted advertisement passage specifying that written questions must be submitted in writing to Brooks/General Owens by Thursday, April 17 at 5:00 p.m., and said staff would reiterate that deadline at the pre-bid meeting.
Staff and board members discussed a discrepancy on the public notice website, where a 5:00 p.m. pre-deadline posting appeared; a staff member volunteered to correct that posting to reflect the advertised schedule. The authority did not take formal action on the project at the meeting; the next scheduled procurement milestone is the public bid opening at 9:00 a.m. on April 22, 2025.
