Commissioners flag traffic and access as primary constraints for proposed Willard subdivision

Traffic and access dominated a large portion of the Willard planning work session as participants linked transportation needs to the proposed MPC subdivision.

Unidentified Speaker (S6) described the plan's road network and said improving 200 West is "vital" to provide a second egress and reduce congestion on 200 South. Commissioners and attendees said existing traffic volumes and safety near schools and residences are the community's top concern; Unidentified Speaker (S4) recounted near misses involving children and scooters and called multiple access points "a big part" of mitigating congestion.

The presenter proposed fee‑in‑lieu proceeds could fund off‑site improvements including paving the 400 connector, improving 500 West or adding a strip of asphalt on 200 West as an interim measure. He also flagged UDOT as the authority for sound walls and highway mitigation and recommended a coordination meeting with the railroad for track‑adjacent lots.

Technical constraints from regional highway work were discussed: participants described UDOT compaction standards and trenching practices that are slowing utility work on adjacent corridors, and they noted tree removal and sight‑line changes along the highway could affect local access and parking. No final infrastructure commitments were made at the work session; commissioners asked staff to prioritize road options when the appraisal establishes the fee‑in‑lieu amount.

Next steps: Prioritize 200 West improvements in the development agreement principles, complete the appraisal and return a formal package to the city council for approval.
