Daggett County approves $176,000 state grant for Flaming Gorge shooting complex Phase 2

A presenter for the shooting-range committee told the board the award covers construction of a pit toilet (restroom), dirt work for a pavilion and classroom, berm improvements at the pistol and rifle ranges, fencing for the archery range, ADA-compliant sidewalks for the trap range, three-dimensional target-trail completion and target purchases, lighting for the trap range and graveling the road to the 300-yard range. The contract gives the county until Sept. 30, 2027, to complete the project.
Commissioners discussed the matching requirement. The grant requires a 20% match; the committee reported a mix of cash and in-kind match that together should meet the obligation. Committee figures included $10,000 from the county's TRT, $5,600 from internal fundraising or a county account, and $6,400 from other local contributions, totaling roughly $22,000 in cash plus in-kind volunteer labor and donated equipment. County fund 35 (the shooting range fund) was reported at about $2,601; staff said money available or budgeted could be allocated to meet the match.
The board moved and seconded approval of contract/vendor number 50524H for —Daggett County / Flaming Gorge Shooting Complex Phase 2—; the motion passed on a voice vote. After the vote, the presenter said signing the contract would allow equipment rental and procurement to begin and noted two pit-toilet bids had been received (about $29,016 and about $54,000), with the lower bid indicating a roughly one-year production lead time.
The commission directed staff to finalize procurement steps through buildings and grounds and to complete electronic signature of the contract so work can begin.
The project will proceed through the county's standard procurement process and is subject to the terms of the state contract with the Division of Outdoor Recreation.
