Meadow schedules Nov. 17 subdivision hearing and flags outdated solid-waste clause; state raises administrative fee

Meadow councilors scheduled a public hearing for a proposed subdivision ordinance at 7 p.m. on Nov. 17 and directed staff to place a discussion-and-vote item on the administrative agenda.

"Can we do a public hearing for the, subdivision ordinance, proposed ordinance at 07:00 on the seventeenth," Speaker 4 said as the council confirmed the November meeting date and follow-up agenda items. Council members agreed to hold the regular council meeting immediately after the hearing.

In an ordinance review the council identified chapter 4-3-4 (solid-waste disposal) as inconsistent with current practice. Speaker 4 read the ordinance language and said the town functions as a billing pass-through for county-managed garbage services. "I am here to tell you that we are not following this ordinance," Speaker 4 said, and proposed striking the section and replacing it with language that reflects the county pass-through arrangement.

Separately, Speaker 4 read a notice from Heidi Riley, finance director at the Utah State Tax Commission, informing the town that its administrative fee will increase from 0.65% to 0.80% effective Jan. 1, 2026. "The rate increased from 0.65% to 0.80%. We don't have a choice," Speaker 4 told the council, characterizing the notice as informational.

Council members asked staff to note the ordinance changes to be considered and to prepare the subdivision ordinance for public hearing. No formal vote on deleting chapter 4-3-4 was recorded in the excerpted transcript; the council placed the items on a future agenda for public hearing and possible action.
