Council ratifies MSD engineering transfer and names MSD municipal engineer

Emigration Canyon’s council approved two items formalizing the MSD’s engineering role for the municipality. First, the council adopted Resolution R2025-02, the fourth amendment to the master interlocal agreement, which ratifies the transfer of engineering services into the MSD and is retroactive to Dec. 31 (as described in the packet). The resolution passed unanimously on voice vote.

Second, the council approved Ordinance 2025-01 appointing MSD as the municipal engineer for Emigration Canyon. Because the ordinance appoints an official, the council conducted a roll-call vote with members answering in turn; staff recorded the roll call as unanimous. Council members and staff said the change formalizes a transfer of staff and contracts that has already taken place — the same engineers will continue to perform the work under MSD management.

Why it mattered: Council members said the actions were largely ratifications of changes already implemented and would not alter day-to-day project work. Staff explained that some contract administration and pools of contractors are transitioning from the county to the MSD and that those formal steps keep the municipality in compliance with municipal code requirements for a municipal engineer.

What’s next: staff will complete any necessary administrative follow-up to ensure contracts and project lists are moved into MSD systems and will post the ordinance and resolution in the municipal records.
