Emigration Canyon’s City Council voted down a motion to adopt a countywide Comprehensive Emergency Management Plan on a 2–3 voice vote after more than an hour of questions and debate. The motion to adopt the CEMP was made by a council member and seconded, but failed after several members said they had not had adequate time to review the full packet.
