Willard council backs Utah Inland Port Authority project area for land north of Flying J

Willard City Council on June 12 adopted Resolution 25-10 endorsing the citys interest in creating a Utah Inland Port Authority project area encompassing open ground north of the Flying J site and the freeway/rail corridor. A presenter from the Utah Inland Port Authority described the project-area tool as a statutory mechanism similar to a redevelopment area that captures future property-tax growth inside the area and reinvests it in local infrastructure (roads, sewer, culinary water, power) to support new industrial and logistics development.

The authority representative said project areas have been used across the state to incentivize mid-sized industrial users (companies investing tens of millions and creating dozens to hundreds of jobs) and reported more than $2.3 billion of private commitments to project-area development statewide. Council members asked about boundaries and local impacts; staff and the authority agreed to finalize boundaries with the city manager. The council moved and seconded the resolution and voted in favor; the resolution was characterized in the discussion as nonbinding and designed to express the citys interest in exploring the tool further rather than to commit municipal funds.

Council directed city staff to work with the port authority to finalize project-area boundaries and to return with any recommended strategies for local build-out and infrastructure investment.
