Daggett County commissioners debated how to spend a $2.0 million joint-highways award and a local $147,000 match on State Line Road and nearby Browns Park improvements, with staff saying about $1.6 million would remain for construction after engineering and inspection costs.
Speaker 2 said the district’s preliminary budget allocates roughly $1.6 million for construction after engineering and inspection and that project options vary widely: a full set of improvements including guardrail and a 2.5‑inch hot mix asphalt overlay would raise the price by roughly $3 million beyond available funds, while scaled options would be in the $2.2 million range. "We have about $1,600,000 to spend on the construction," Speaker 2 said.
Commissioners discussed priorities if outside funding (Community Impact Board/CIB) will not cover multiple projects. Speaker 1 urged staying with the current priority plan which emphasizes State Line Road improvements, saying the county should "stay the course." Several members favored addressing an identified safety hazard, a blind hill near Red Creek, by cutting and realigning the grade rather than attempting expensive guardrail work that could force full system upgrades.
Staff recommended Option 4 (or Option 5 as an alternative) to address the most critical needs within existing budget and contingency. Speaker 2 proposed reserving $89,000 of the $156,000 contingency for likely overruns and prioritizing three soft‑spot repairs estimated at about $82,000 while allowing bid results to determine final scope.
Speakers noted tradeoffs: more extensive asphalt would lengthen intervals between maintenance but requires more funds; chip seal and ongoing maintenance may be more achievable within constrained budgets. The commission asked staff to advance the project using the selected scope, monitor bids and return with a final recommendation on exact elements to include.
