Council seeks MSD finance staff after spreadsheet shows apparent shortfall; subsidy questions raised

Emigration Canyon council members spent significant time on the Greater Salt Lake Municipal Services District (MSD) budget documents after participants identified a troubling number on an MSD spreadsheet.

Speaker 2 led the packet review and pointed to a row labelled '319' that several council members interpreted as an operating shortfall. Council members expressed confusion over how MSD pools and transfers sales tax, Class B/C road funds and fees and whether Emigration Canyon is being subsidized by larger member cities. Speaker 4 described the sheet as showing a net position that looks like a 'hole' and urged follow‑up.

Multiple participants requested that MSD representatives — identified in the meeting as Stewart (also spelled Stuart), Marla and Daniel — attend the next workshop or regular meeting to explain the spreadsheet, reconcile calendar vs. fiscal year numbers, and walk the council through transfers out/in, snowplowing costs and administrative allocations. Speaker 5 volunteered to invite MSD staff and said they are willing to present either in person or online.

Council members also discussed revenue options to address long‑term structural shortfalls, including a franchise tax, MET tax or municipal tax; one participant estimated a franchise tax could bring in about $87,000 a year. No formal budget decision was made; the council requested MSD staff provide historical reconciliations and clearer line‑item documentation before further action.

The council moved and seconded adjournment later in the meeting and recessed for five minutes.
