A Willard resident told the planning commission that utilities for a Perry-area development run through their property and expressed concern about who will pay long-term maintenance and whether Willard receives any benefit.
Speaker 4 said they had invested "probably $40,000" to extend an 8-inch water main and install a 24-inch storm drain that runs through their property. "All those addresses out there are going to be Perry addresses, even though they're in Willard's area," Speaker 4 said, adding that sewer service to the area would require a lift station to connect to Willard’s system and that the city usually avoids lift stations because of cost and maintenance.
Commissioners and staff discussed the technical and fiscal complications: Speaker 5 and Speaker 2 raised concerns about where the infrastructure is located and who will maintain it; Speaker 7 noted lift stations are expensive and operationally burdensome for small cities. The group also discussed annexation and addressing implications—whether homes within Willard’s planning area will carry Perry addresses—and whether that outcome affects Willard financially.
The commission did not take a formal vote. Staff were asked to continue monitoring the project, coordinate with Perry and the developer, and report back to the commission if further action or mitigation is necessary.
