Town attorney presents draft restatement of Titles I–II of Copperton code; council to review

Town attorney Nathan presented a draft restatement of Titles I and II of Copperton’s municipal code and asked the council to review the materials and provide direction.

Nathan said the work consolidates definitions, clarifies appeals processes where multiple procedures previously overlapped, updates purchasing and budget procedures to town standards (including fiscal-year alignment), and includes cemetery provisions (Bingham and Freedom cemeteries) the council had discussed. He said he intentionally left some human-resources and social-media policies as policies rather than embedding them in the code, because those items change more frequently.

Nathan also said the draft preserves an option to establish a town manager in the future but defaults administrative duties to the mayor unless the council decides to change that designation. He asked the council for feedback on whether to retain certain policies as code or as administrative policies and said he plans to present remaining titles (business licenses, animals, parking, stormwater) in coming meetings with a goal of completing the restatement by October–December if the council’s schedule allows.

Council members thanked Nathan for the work and asked for copies of the sections pertaining to the wildland-urban interface and other remaining chapters so they could provide feedback before the next meeting.

What’s next: Nathan will circulate drafts for the remaining code sections and incorporate council feedback ahead of future meetings; no adoption vote was taken at this meeting.
