County multi-jurisdiction hazard mitigation plan presented to Copperton; council to consider adoption next meeting

Madison Warner, a municipal planner with Salt Lake County Emergency Management assigned to the MSD, presented the countywide multi-jurisdictional hazard mitigation plan and Copperton’s jurisdiction-specific annex.
Warner said the plan is a five-year update to the 2019 plan, divides the work into Volume 1 (base plan) and Volume 2 (jurisdiction annexes), and was adopted by the Salt Lake County Council and the MSD in July. She emphasized the plan’s role in identifying mitigation actions, critical assets, funding sources and FEMA-compliance requirements that make jurisdictions eligible for mitigation grants. New hazards added to the plan include extreme temperatures, heavy rain, lightning and high winds.
Warner urged the council to consider adopting the plan and suggested that the council could review a template resolution; council staff and MSD said they would provide draft adoption language for the next meeting. One councilmember suggested presenting adoption at a future meeting so the town can review jurisdiction-specific annex material; Warner said the draft remains changeable until formally adopted.
The council did not take final action at the meeting but directed staff to place the adoption on the next agenda and requested a resolution template consistent with county/MSD language.
What’s next: staff will circulate the jurisdiction annex and a template adopting resolution so the council can consider formal adoption at its next meeting.
