Planning staff said the revisions add clarity and “meat” to the ordinance; commissioners generally supported the changes and suggested requiring (or recommending) a pre‑application work session for applicants.
Maddie, the planning staff member presenting the item, said the commission previously reviewed the draft and that staff incorporated mayoral and other edits. Commissioners debated whether to make pre‑application work sessions mandatory or optional; commissioners who supported requiring the session said it helps applicants understand expectations and reduces repeated submittals.
No formal vote was taken on the ordinance text during this meeting. Staff will schedule the required public hearing and return the item with a public‑hearing record and any further revisions requested by the commission.
