Willard City Council approves canvass of Nov. 4 municipal election

Willard City Council voted on Nov. 18 to approve the official canvass of the Nov. 4, 2025 municipal general election, confirming 521 total ballots were cast and that five mail ballots received after the 8 p.m. deadline were not counted, city staff said.
Michelle, a city staff member, told the council the number of ballots counted on election night was 404, a 27.84% election-night participation rate, and that the final tally of counted ballots was 521, representing 35.91% of registered voters. "On November 4 was the general election, and there were 521 votes cast," Michelle said.
Michelle said the five uncounted ballots were sealed in an envelope and filed with the 2025 municipal general election results. She described the audit steps the county undertook: "They had to audit 255 ballots and 88 signatures," randomly selected by the lieutenant governor's office. The 255 ballots were compared with vote-cast records in VoteCast and "all of the votes matched," and the 88 signatures were compared with signatures on file in Vista and "all of the signatures matched," Michelle said.
A motion to approve the canvass was made and, as recorded by the presiding official, moved by Jake and seconded by Mike. During a roll call the presiding official recorded votes as follows: Jake — yes; Mike — yes; Rex — yes; Jordan — yes. The presiding official announced the motion carried.
After approving the canvass the council also approved a motion to close the meeting; that motion was, as recorded, moved by Jake and seconded by Jordan. The presiding official called for the favor, members responded "Aye," and the meeting was adjourned.
No provisional ballots were reported, and city staff stated that Willard City "has followed all of the noticing and reporting required by Utah State Code." The five late mail ballots were not counted and were retained with the election records.
The canvass approval was the primary formal action at the Nov. 18 meeting; no additional votes or follow-up items were announced at adjournment.
