Gunnison council unanimously adopts midyear budget amendment to recognize grants and adjust reserves

The Gunnison City Council voted unanimously Feb. 19 to adopt Resolution 2025-04, a midyear amendment to the 2024–25 municipal budget that recognizes recent grant revenue and adjusts reserve allocations.
City staff told the council at a public hearing that the amendment records a state grant for the Howard Valley Art Vision and other recognized revenues while accounting for increases in personnel and professional services. Staff said federal CARES funds previously used by the city have been exhausted. The change also reduces the previously planned $220,000 deposit to a reserve intended for future industrial-park road improvements.
Council members asked staff to ensure that impact-fee-funded projects are listed in the master plan before charging fees to capital work. Staff reminded the council that impact fees must be used for new lines or expansion projects (not maintenance) and that fees collected this year must generally be spent within six years.
Resolution 2025-04 was moved by Councilman Warner and seconded by Councilman Childs. A roll-call vote recorded yes votes from Childs, Warner, Hill and Anderson; the measure passed unanimously.
Council closed the public hearing before the vote and directed staff to provide project listings and additional documentation tying planned expenditures to eligible funding sources. The amendment takes effect as the city updates its budget ledger and prepares related project reports.
