Kane County adopts updated Zion Scenic Byway Corridor Management Plan to pursue federal designations

Kane County commissioners voted unanimously on Sept. 16 to adopt Resolution R202025-28, the updated Zion Scenic Byway Corridor Management Plan, which county staff said could unlock federal funding opportunities and help communities manage visitation.
Wanda Maloney of Corridor Solutions, who led the plan, told commissioners the document identifies "intrinsic resources" and focuses on the visitor experience, interpretive strategies and a voluntary action plan to help communities coordinate marketing and resource protection along the corridor from I-15 to US 89. Maloney said the plan meets criteria that could support an All-American Road designation by the U.S. Department of Transportation; she called that designation "the cream of the crop."
Commissioners discussed potential tourism impacts, congestion mitigation and the Zion Tunnel outage; staff emphasized that the plan is non-regulatory and intended to help communities choose strategies that fit local objectives. The adoption was unanimous.
The county will now pursue the next administrative steps associated with the designation process and make the Corridor Management Plan available to local stakeholders and partner agencies.
